The goal of the workshop is to acquaint the surveyor with the background and practical application of the Federal Emergency Management Agency's recently revised Elevation Certificate. The audience will be given the opportunity for questions about the new form and process. To complete the workshop, there will be a presentation of various new digital map products from FEMA.

ABOUT THE INSTRUCTORS

Edward Perez
California Department of Water Resources ("CA DWR")

Mr. Perez is a Water Resources Engineer with the CA DWR San Joaquin District ("SJD") office located in Fresno, California.  He has worked with the CA DWR for 17 years where for the past 14 years he has worked as the SJD State Coordinator under FEMA’s Community Assistance Program and with the State’s Flood Subvention Program.  He has been presenting floodplain management workshops throughout California for the last 10 years and is on the Training Committee for the Associated State Floodplain Management Association.  He attended school at California State University of Fresno where he obtained his Bachelor of Science degree in Civil Engineering in 1989.

Ray Lee, Water Resources Engineering Associate
California Department of Water Resources ("CA DWR")

Ray has worked with the California Department of Water Resources for approximately 23 years. He has served the department’s Central District Office for 6 years doing stream- flow measurements, water quality, and surveying as a field technician. In the past 12 years, he has been providing technical assistance to over 190 communities that participate in the National Flood Insurance Program. His technical abilities and experience include helping communities with the understanding and interpretation of index 44 Code of Federal Regulations and the reading of the Federal Emergency Management Agency’s Flood Insurance Rate Maps, Flood Insurance Studies and FEMA Elevation Certificate. 

Henry Chau
Federal Emergency Management Agency  ("FEMA")

Phil Danskin, PLS


Phil Danskin is the proprietor of a small firm in Northern California, who does not like doing flood insurance certificates!  He is Past President of the Marin Chapter CLSA, past editor of the California Surveyor, First Place recipient of the 1995 NSPS Mapping Competition, Boundary/Cadastral division, First Place co-recipient of the 1998 NSPS Mapping Competition, Topographic Map division. His primary practice is boundary & topographic surveys. He loves surveying, (just not the business-end of it) . . . and is a staunch proponent of metrication. Go Metric!
